the USA Keeps them since they stay on the plane. DAH!. They get to keep the parachute and use it in their new tent city See how humane I can be in my 80% sarcasm. First plane over can even drop the nearly expired food for soldiers in the drop zone before the people arrive in the planes after. I care for their safety a little bit.
